I just noticed that GeForce Experience has to connect into internet in order for it to even allow you to open ShadowPlay, but its just idiotism by nVidia, guess they are SPYING on people to see how much and which games they record?! No idea WHY it would need to connect into internet.
Anyway there's easy bypass to this.
1. Create shortcut to your nVidia GeForce Experience
- default location is

"C:\Program Files (x86)\NVIDIA Corporation\NVIDIA GeForce Experience\GFExperience.exe"
3. Under "shortcut" tab, look in the "Start in" line, you should have something like this:

"C:\Program Files (x86)\NVIDIA Corporation\NVIDIA GeForce Experience\GFExperience.exe" -shadowplay
4. Use that shortcut and it will open the small ShadowPlay window without opening GeForce Experience, however you MUST have GeForce experience running in systray (in background), since ShadowPlay is depending on it.
This trick simply allows you to access ShadowPlay window without opening GeForce Experience and without having internet access.
