Modem/Network exploitation

I want to know if there is a way that a modem or network (say at a home or business) could be shut down).Say there is a home network with Xfinity, FiOS, etc. Could a device (i.e an android/iOS phone or tablet, or another computer) that is attached to this network shutdown the modem or stop the network's operation.

So basically how could somone:
-Deauth all users on a network
-shut off the physical modem via a device
-interrupt or destroy a network
etc.

modem shutdown can be made if the attacker get the login config of the modem , he he do not have it then he can run"hydra" with a username and password list until he guess it . After that , he does not even need to log in thru web port 80 to shutdown the modem .
He can enter thru telnet config and mess all the modem connection configuration , witch shutdown your internet connection .

To de-autenticate all users of wireless he just need to use mdk3 and start sending de-authenticate packets to the connected computers to that specific AP , believe me that until he stop no one can get a establish connection true wireless .
If he wants to mess with lan network instead wifi , he just need to put your modem on a random static ip and on a different subnet , and you will need to reset it and configure it again to get internet again .

Destroying network is more difficult , as much as he can get is to knock out your router or modem with an interrupted firmware upgrade , but even that can be fixed with a little of knowledge and google search .

I just remembered that there are some nasty tools for android that can screw up anybody's network, as long as you have the wifi access and/or admin login, you can jack up things with just 1 click.
Cant remember what those tools were called, but there are few for rooted android systems with wifi.
good way of pulling a prank on somebody's network.
