I started this post to get some help on this thing....
i hav been trying from several weeks hacking san andreas multiplayer but yet i hav not succeeded....
by hacking i dont simply mean those programmes which gives u infinite health or ammo but i mean anti-ban and ability to ban other user....
:)
it is possible bcoz i hav been banned by many non admins on san andreas servers......

NOTE: plz try to put more professional titles (hacking grand theft auto sa multiplay (online)) is not one of them, so i edited it.

I only played it once and it was very bugged.
hacks that i know, are the config based, its all client sided, you can make cars fly .. etc.
just modify handling file (i think). never tried, but there was no memory tools involved.

as about your request, I have no clue, beacuse i never tried such things, however most likely it is done by packet editing.
you can read Flashchat exploits, tools & more
there i explain how it is possible to kick and ban without admin rights. it might be similiar to GTA SA, but i don't know for sure.

Not possible, the closest you can get to being an extremely fucking asshat is hooking sa-mp's OnVehicleStreamIn and 'teleport' vehicles to other user's positions when they're being loaded for you.

ofcourse tamper data doesn't work on games. i was only showing you the concept.
so far i haven't found a similiar program that can intercept ANY traffic, however Luigi's proxocket can change packets in realtime.
WPE pro can also do that, but to me it never worked so well. there is also rpe or something like that, you can find them all in my downloads section.
but first thing is to find the right packet/s.
