Problem

when clicking on any video file, then windows freezes for 10-60 seconds or simply causes extreme lag, so you are unable to open or close any other applications.
it also lagged when i opened video, so in other words it lagged when windows had to read any video file (not only open, but read the info, like right click or preview on left side).
it also lagged when i closed video (stopped, not paused) and i got lag when i exited or maximized game called killing floor.

Cause

for me, k-lite codec pack caused it, note that there maybe more than one cause for such thing, but on my case it was codec.
ofcourse it was not whole k-lite codec pack, most likely it was just one codec that handles the preview and playback. i do not know exactly how vidoes work (in detail). there should be different codec for each format (or for some), but i always got lag, no matter if file was mpg, mpeg, avi, wmv, mp4 or flv (those i tested).
NOTE - it may not be k-lite codec pack, if you have any other codecs or codec packs, then they may cause this too.

Fix

uninstall k-lite codec pack, then reboot and reinstall k-lite codec pack (if necessary)
if you do not have k-lite at all, then try uninstalling those codecs and/or codec packs, you do have, and then reboot and test if problem presist, if it does, then get k-lite codec pack (full) and after installation, select the option "reset all settings to default".
if it offers you to uninstall something while installing k-lite (some conflicting codecs), then choose yes.
resetting all codecs to their default settings should fix any kind of codec problems.
